Deletes the October 1, 2012 deadline for the Department of Environmental Protection to initiate rulemaking on statewide environmental resource permitting rules for stormwater management systems.

Requires rules to provide for conceptual permits for municipalities or counties that create stormwater management master plans for urban infill, redevelopment areas, or community redevelopment areas under chapter 163.

Requires associated general permits for construction and operation of urban redevelopment projects that meet criteria established in the conceptual permit.

Specifies that conceptual permits must demonstrate net improvement in water quality, cannot expire for less than 20 years unless shorter duration is requested, and must include renewal options.

Requires conceptual permits to describe stormwater discharge rates and volumes, include best management practice provisions, and ensure compliance with stormwater system operation and maintenance standards.
