Renames the "Holocaust Victims Insurance Act" to the "Holocaust Victims Assistance Act" and expands scope from insurance claims to include financial claims, assets, and property.

Requires the Department of Financial Services to establish a toll-free multilingual assistance line to help Holocaust victims and survivors recover insurance claims, financial proceeds, property, and to provide education about addressing effects of nonpayment and non-return of confiscated assets.

Eliminates the 90-day reporting deadline for insurers and instead requires them to timely file reports when changes occur or upon department request, and to provide information about unpaid Holocaust claims when requested.

Changes annual legislative reporting requirement from one year after effective date to by July 1 each year, and shifts focus from summarizing claim processing times to reporting efforts made to secure financial reparations and other assistance for Holocaust victims.

Authorizes the Department of Financial Services to establish rules and procedures for a restitution and assistance program for Holocaust victims, survivors, heirs, and beneficiaries.
