Creates the Florida Concrete Masonry Council, Inc., a nonprofit organization operating as a direct-support organization of the Florida Building Commission to promote the concrete masonry industry.

Authorizes the council to levy an assessment on each concrete masonry unit sold by manufacturers in Florida if approved by referendum requiring a 60-percent majority vote.

Establishes a 15-member governing board composed of nine concrete masonry manufacturers, one Florida Building Commission representative, one Florida Home Builders Association representative, one apprenticeship/vocational training expert, two masonry contractors, and one industry stakeholder.

Requires manufacturers to collect assessments from purchasers at the time of sale, remit funds quarterly to the council, and allows the council to pursue civil action for uncollected assessments including court costs and attorney fees.

Permits the council to conduct research, education, and promotion programs; accept grants and donations; borrow up to 50 percent of anticipated annual income; and maintain a financial reserve not exceeding 50 percent of anticipated annual income.
