Requires notice of violation mailed within 30 days to registered vehicle owners/lessees, with 30-day response period to pay, submit exemption affidavit, or contest the violation; allows liability transfer to actual vehicle operator.

Specifies that violations enforced under this program do not result in driver license points and cannot be used for motor vehicle insurance rate setting, though images/video create rebuttable presumption of violation in court hearings.

Requires Department of Education to adopt camera specifications by October 1, 2013, and provides procedures for license plate denial and registration restrictions for unpaid fines under this program.
