Renames the "Orlando-Orange County Expressway Authority" to the "Central Florida Expressway Authority" and expands its service area to include Orange, Seminole, Lake, and Osceola Counties.

Increases the governing board from 5 to 11 members, including appointments by county commission chairs from Seminole, Lake, and Osceola Counties, six citizen members appointed by the Governor, the Mayor of Orange County, and the Mayor of Orlando.

Extends the maximum lease and lease-purchase agreement terms from 40 years to 99 years, and restricts the authority from entering new lease-purchase agreements without department approval for refunding bonds issued before July 1, 2012.

Requires two-thirds board approval to use toll revenues from rate increases after July 1, 2014 to construct or expand different facilities, with specified exceptions for existing bond covenants and obligations.

Transfers the Osceola County Expressway System to the Central Florida Expressway Authority upon completion of the Poinciana Parkway, and requires the authority to reimburse governmental entities for all related obligations from available revenues after debt service payments.
