Eliminates the Technological Research and Development Authority's receipt of 50 percent of Challenger/Columbia specialty license plate user fees, effective September 30, 2013.

Directs 100 percent of Challenger/Columbia license plate annual use fees to the Astronauts Memorial Foundation, Inc. to support the Center for Space Education and Education Technology Institute operations.

Removes the Technological Research and Development Authority from the list of eligible research institutions under the Fish and Wildlife Conservation Commission's grant and contract expenditure provisions, effective July 1, 2013.

Deletes references to the Technological Research and Development Authority from provisions allowing governmental entities to give gifts exceeding $100 to public officers and employees, effective December 31, 2013.
