Creates permit application requirements for natural gas storage facilities, including detailed reservoir descriptions, monitoring plans, well integrity testing, and spill prevention protocols, with permits issued for the facility's life subject to 10-year recertification.

Prohibits permits for natural gas storage facilities located beneath underground drinking water sources, in offshore locations, or in solution-mined salt caverns; requires applicants to acquire storage rights from 75-100% of affected property owners.

Establishes that injected natural gas remains the property of the injector and cannot be claimed by surface or mineral rights owners; creates presumption that natural gas storage operators are responsible for water supply pollution within 6 months of facility operations unless rebutted by specific defenses.

Exempts nonnative gas (gas transported into Florida and stored) from gas production taxes and production limitations; allows expedited permitting for natural gas storage facilities and interstate natural gas pipeline projects.
