Defines "micro-credit" as a fraction of a traditional course credit hour earned through activities such as self-directed study, reading, seminars, documentaries, and life experiences that provide comparable educational gain.

Requires the Department of Education to establish and administer a 2-year micro-credit pilot project in a school district of its choice beginning July 1, 2014, with rules governing micro-credit issuance.

Mandates the pilot project include assessment testing of 10-30 questions per micro-credit, diverse activities across subject fields, and student-oriented formats maximizing independence and flexibility.

Authorizes the pilot project to incorporate public libraries, school facilities, and higher education institutions, and allows students to earn micro-credits year-round with potential articulation into traditional credits.

Directs the Department of Education, State Board of Education, and Board of Governors of the State University System to study statewide micro-credit implementation by July 1, 2015, and produce model legislation for expansion.
