Requires at least 50 percent of a classroom teacher's or school administrator's performance evaluation (or 40 percent if fewer than 3 years of student data available) to be based on student learning growth or achievement, with the remainder based on district-approved factors.

Mandates each school district establish and approve testing schedules for district-mandated assessments, publish them on the district website, and report them to the Department of Education by October 1 each year.

Prohibits assigning a high school or middle school student in the next school year to a classroom teacher in the same subject area who received a "needs improvement" or "unsatisfactory" performance evaluation rating in the preceding year.

Prohibits assigning an elementary school student in the next school year to any classroom teacher who received a "needs improvement" or "unsatisfactory" performance evaluation rating in the preceding year, unless the parent provides written consent for extracurricular courses after receiving an explanation of teacher effectiveness impacts.

Becomes effective July 1, 2013.
