Creates exemption from public records requirements for proprietary business information submitted to the Department of Environmental Protection in applications for natural gas storage facility permits.

Defines "proprietary business information" as confidential information owned by applicants that would harm their business if disclosed, including trade secrets, leasing plans, well design plans, geological studies, and competitive business strategies.

Allows the Department of Environmental Protection to disclose exempt information only pursuant to court order, with applicant written consent, or to other government entities that agree in writing to maintain confidentiality.

Exemption is subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2018, unless the Legislature reenacts it.

Takes effect October 1, 2013, contingent on adoption and enactment of SB 958 or similar legislation in the same legislative session.
