Creates a 21-member Statewide K-12 Education Commission within the Department of Education to streamline education processes and carry out Article IX of the State Constitution.

Appoints commission members to 4-year terms: 4 by the Governor, 4 by the President of the Senate, 4 by the Speaker of the House of Representatives, and 9 by the State Board of Education.

Requires at least 11 members to be public school district employees reflecting proportional distribution of small, medium, and large districts, with remaining 10 members including retired educators, parents, charter school employees, and administrators.

Commission shall meet at least four times per year and review all aspects of state education delivery including administration, assessment, budget, curriculum, facilities, and teacher support, with members receiving travel expense reimbursement subject to appropriations.

Commission must submit annual reports beginning June 1, 2014 to the Governor, Legislature, and State Board of Education with recommendations for education system improvements.
