Allows agencies to reject any or all submissions received in response to public announcements and permits awarding contracts to multiple firms under competitive negotiation.

Establishes a new best value selection process that agencies may use at their discretion, requiring a two-stage evaluation where qualifications are assessed first, then compensation proposals are evaluated separately.

Requires compensation criteria to not exceed 50 percent of total evaluation weight and mandates each agency adopt rules governing best value selection procedures.
