Requires all state agencies (legislative, executive, and other branches) to submit inventories of public data in their custody to the President of the Senate, Speaker of the House, and Secretary of State by January 1, 2014, and every 6 months thereafter.

Mandates each inventory include descriptions of data with record layouts, format, source, quality, accuracy, and current public availability status.

Requires agencies to identify data that is confidential or exempt under Florida Statutes section 119.07(1) or State Constitution Article I, section 24(a), along with relevant statutory citations.

Requires agencies to describe data currently unavailable to the public without records requests that they recommend making publicly available and to document any data-sharing activities with other agencies.

Authorizes the Department of State to use fees from the Records Management Trust Fund to cover administrative costs and adopt rules to implement this requirement, effective July 1, 2013.
