Creates a student loan assistance program administered by the Justice Administrative Commission and Office of the Attorney General to help repay eligible student loans for assistant state attorneys, assistant public defenders, assistant attorneys general, and assistant statewide prosecutors.

Eligible participants must have completed 3-12 years of continuous service as an eligible attorney and hold federal student loans issued under the Higher Education Act of 1965.

Provides annual payments of $3,000 for attorneys with 3-6 years of service or $5,000 for those with 6-12 years of service, with payments capped at $44,000 per attorney or until loan satisfaction.

Payments are made directly to the lender between July 1-31 following certification of eligibility by the employer, applied to the loan with the highest interest rate if multiple loans exist.

Funding is contingent upon specific appropriation in the General Appropriations Act, effective July 1, 2013.
