Repeals state preemption of firearms and ammunition regulation, allowing municipalities and counties to enact ordinances regulating purchase, sale, transfer, taxation, manufacture, ownership, possession, storage, and transportation of firearms and ammunition.

Removes penalties and enforcement mechanisms including civil fines up to $5,000, injunctions, employment termination, and private right of action with damages up to $100,000 that were previously applicable to local governments violating state preemption.

Eliminates the "Joe Carlucci Uniform Firearms Act" declaration that the state was occupying the exclusive field of firearms regulation to the exclusion of all local ordinances and rules.

Maintains existing exceptions for law enforcement regulations, zoning ordinances not designed to restrict firearms sales, and Florida Fish and Wildlife Conservation Commission authority over hunting and shooting ranges.

Takes effect July 1, 2013.
