Eliminates the death penalty in Florida and replaces it with mandatory life imprisonment without parole for all capital felonies, effective July 1, 2013.

Repeals statutes governing capital punishment procedures, including provisions for death sentencing determinations, warrant of execution issuance, and execution methods.

Repeals all statutes establishing capital collateral regional counsel offices and related postconviction representation procedures specific to death penalty cases.

Removes provisions that would convert capital felonies to life felonies if the death penalty is declared unconstitutional by courts.

Updates criminal sentencing references throughout Florida law to conform with elimination of the death penalty option, while maintaining capital felony designations as crimes punishable by life imprisonment.
