Clarifies that charitable raffles under s. 849.0935 and game promotions under s. 849.094 are not exempt from Florida's general gambling prohibitions in s. 849.01.

Prohibits nonprofit organizations from operating game promotions and requires drawings by chance to be conducted without requiring entry fees, donations, or proof of purchase as conditions of participation.

Expands the definition of "slot machine or device" in s. 849.16 to include systems and networks, and establishes a rebuttable presumption that devices displaying games of chance involving payment and awarding value are prohibited slot machines.

Revises amusement game regulations in s. 849.161 to clarify that skill-based arcade games and truck stop machines are limited to 75-cent maximum prize values and excludes casino-style games where outcomes are unpredictable by the player.

Expands racketeering activity under the Florida RICO Act to include violations of Chapter 849 (gambling laws) to broaden prosecution of organized gambling operations.
