Waives identification card and birth certificate fees for eligible inmates and requires the Department of Corrections to obtain certified birth certificates and state identification cards for Florida-born inmates before release.

Requires the department to assist inmates born outside Florida in obtaining social security cards, driver licenses, or state identification cards, and provide information about licensing authorities near their release address.

Mandates that inmates within two years of release have access to skills assessment and training programs, contingent on available funding and department determination of security and safety risks.

Establishes a reentry program for nonviolent drug offenders sentenced to conditional split sentences, consisting of a minimum 180-day prison-based substance abuse treatment program followed by community-based aftercare and drug offender probation.

Restricts program eligibility to offenders with third-degree felonies as primary offense and those with no prior convictions for violent crimes, sex offenses, child abuse, firearm offenses, or drug sales; permits department termination from the program for violent acts, medical conditions, or security concerns.
