Establish a 5-year Jump Start Literacy Pilot Project in St. Lucie County, implemented in one or more municipalities with locally or federally subsidized housing, in consultation with the Early Learning Coalition of St. Lucie County.

Eligible participants must be children ages 2-3 who are eligible for federally subsidized child care and whose families have income not exceeding 150 percent of the federal poverty level and reside in subsidized housing.

The Office of Early Learning must establish performance standards and outcome measures for children's emergent literacy development, with all instructors required to complete an approved emergent literacy training course.

Emergent literacy instruction shall be conducted in subsidized housing units to provide accessible services to participating children and families.

The Office of Early Learning shall allocate funds for the pilot project implementation, effective July 1, 2013.
