SB 1056 - Florida for Life Act

• Creates comprehensive restrictions on abortion in Florida by prohibiting induced abortion for any purpose and establishing first-degree felony penalties for those who perform, assist in, or induce abortions.

• Allows termination of pregnancy only in three circumstances: to prevent death of the pregnant woman, to allow treatment of a life-threatening disease, or in medical emergencies when a second physician is unavailable for consultation.

• Requires that only physicians may perform terminations of pregnancy and mandates voluntary, informed written consent from the patient (or parent/guardian if minor or mentally incompetent).

• Establishes standards of care for terminations involving viable fetuses, prohibits fetal experimentation, and requires fetal remains be disposed of according to department rules; violations subject physicians to discipline or criminal penalties including felony charges.

• Requires medical facilities to provide women and minors with adoption information and establishes a statewide list of volunteer attorneys for adoption services through the Office of Adoption and Child Protection; also restricts abortion coverage under state health insurance exchanges except as allowed under the act.
