Creates section 311.103 of Florida Statutes to establish a state freight logistic zone designation program administered by the Department of Transportation.

Allows local governments to apply for freight logistic zone designation by submitting applications that include maps, identification of transportation infrastructure, workforce availability, training capabilities, freight movement plans, and local incentives.

Establishes the Logistic Zone Advisory Council composed of representatives from the Department of Economic Opportunity, the Office of Freight Logistics and Passenger Operations, and the Florida Seaport Transportation and Economic Development Council to review applications and recommend approval or denial to the Secretary of Transportation.

Authorizes the Secretary of Transportation to designate up to four pilot freight logistic zones beginning July 1, 2013, which may receive priority access to state funding and incentive programs under chapters 288 and section 311.101.

Directs the Department of Transportation to adopt administrative rules for the program and takes effect July 1, 2013.
