• Establishes annual reporting requirements for state-owned facilities inventory (by October 1) and mandates energy consumption and cost data collection for all state-owned and metered state-leased facilities.

• Authorizes the Department of Management Services to direct state agencies to occupy space in state-owned buildings and prohibits leasing private building space designed for state use without prior department approval of architectural design and construction plans.
