• Specifies that when a controlled substance mixture is a prescription drug, the weight used for sentencing is determined by the national drug code rather than total mixture weight

• Modifies language in sentencing provisions to clarify that adjudication of guilt or sentence imposition "may" (rather than "shall") not be suspended or deferred, and allows judges to reduce, defer, or withhold sentences when defendants provide substantial assistance

• Repeals section 893.101 regarding legislative findings and intent relative to possession of controlled substances
