Requires governmental entities to specify lumber, timber, and forest products produced and manufactured in Florida for public works projects if wood is a component and products are available at equal price, fitness, and quality.

Exempts from the Florida lumber requirement: plywood for monolithic concrete forms, projects where native species cannot meet structural requirements, federally-funded construction with no species restrictions, and transportation projects using federal aid funds.

Applies the Florida lumber specification requirement to state agencies, county officials, school boards, city councils, and other public officers letting contracts for public construction.

Requires each state agency to use a sustainable building rating system or national model green building code for each new building and renovation project.

Effective date: July 1, 2013.
