SB 1088 Summary

• Requires school districts to retrofit doors and windows in classrooms, offices, and other student/personnel areas to comply with Florida Building Code section 423.13, effective July 1, 2013, with completion by June 30, 2015.

• Door retrofits must include interior key locks that do not impede emergency exit, bullet-resistant lock mechanisms, and window positioning to prevent intruders from reaching locks through broken glass.

• Windows must be either bullet-resistant or meet current hurricane resistance standards.

• Funding for school district retrofits provided through the existing capital outlay millage levy (up to 1.5 mills).

• State universities and Florida College System institutions must use capital outlay funds to retrofit doors and windows under the same requirements and deadline as school districts.
