Requires charter schools to submit a written attendance plan within 30 days of each student's enrollment, developed jointly by the student's parent, charter school administrator, and school district administrator, specifying which public school the student would attend if the charter school closes or the student withdraws mid-year.

Mandates charter schools provide a prorated portion of per-student funding to the school district when a student transfers to another public school before the end of the school year, based on the length of enrollment at each school.

Requires charter schools to submit to the school district within 15 days after the school year ends a roster listing all students who attended during the year, their enrollment duration, and the parent-attested reason for any student withdrawals.

Takes effect July 1, 2013.
