Removes the requirement that home health agencies submit quarterly reports on insulin-dependent diabetic patients, dual home health/hospice patients, total patient count, and high-earning nurses within 15 days of each calendar quarter end.

Establishes a new quarterly reporting requirement with a $200 per day fine (capped at $5,000 per quarter) for late submission of the same data.

Exempts home health agencies from the quarterly reporting requirement and associated fines if they are not Medicaid or Medicare providers or do not share controlling interest with a hospital licensee that bills Medicaid or Medicare.

Reorganizes section 400.474 by renumbering subsections and creating a separate subsection (7) for the quarterly reporting requirements and penalties.
