CS for SB 1096 - Repeal of Education Provisions

• Removes K-12 public schools from the requirement to annually report recycled materials to counties under the state recycling statute.

• Repeals numerous education statutes including provisions for foreign language curriculum plans, parent-response centers, alternative high school course credits, substance abuse training programs, and dropout reentry programs.

• Eliminates three school facility funding programs: the School Infrastructure Thrift (SIT) Program, the Business-Community (ABC) School Program, and Effort Index Grants for school district facilities.

• Removes the State Board of Education's rulemaking authority for the guaranteed student loan program and various other redundant or unused education-related rulemaking requirements.

• Repeals the Florida Minority Medical Education Program and the Transition to Teaching Program, and updates cross-references throughout education code from repealed section 1003.43 to remaining graduation requirement statutes (sections 1003.428 and 1003.429).
