Clarifies responsibility for maintaining roads providing access to state parks by establishing that the Department of Transportation must maintain State Highway System roads, may maintain county or city roads, and counties or municipalities must maintain such roads if the Department does not.

Revises environmental mitigation requirements for transportation projects to promote efficiency and cost-effectiveness by allowing the Department of Transportation to purchase mitigation bank credits, changing from fixed acre-based payments ($75,000 per acre) to credit-based payments ($150,000 per credit), and requiring inclusion of mitigation funding in the Department's work program.

Requires water management districts to develop mitigation plans that identify specific mitigation sites, scope of services, functional gains, and schedules, with detailed cost tracking and refund provisions if payments exceed actual implementation costs.

Exempts public information systems owned by water management districts from local government review but subjects them to the Highway Beautification Act of 1965, requiring Department of Transportation and Federal Highway Administration approval when applicable.
