Prohibits school district personnel from objecting to or discouraging parents from bringing another adult to meetings regarding exceptional student education, IFSP, IEP, 504 plans, and related services; requires documentation of any prohibited actions at meeting conclusion.

Requires charter schools receive monthly reimbursement from their sponsor for all federal funds (Title I, Title II, IDEA) within 30 days of invoice submission, provided expenditures comply with federal regulations and an approved spending plan is submitted.

Establishes standardized terminology for exceptional student education settings (regular class, resource room, separate class, exceptional student education center, other separate environment) and defines "inclusion" as education in general education settings with natural proportions and age-appropriate groupings.

Creates requirement for parental consent forms for two specific IEP actions: administering alternate assessments and placing students in exceptional student education centers; requires school districts to hold IEP meetings and provide 10-day notice before implementing changes to these actions.

Allows students with disabilities to request extraordinary exemptions from state assessments when circumstances or conditions prevent them from demonstrating acquired skills; exemptions decided by Commissioner of Education with right to expedited hearing for appeals; excludes learning disabilities, behavioral disorders, and homebound programs as sole grounds for exemption.
