Governor shall appoint special officers for railroads and common carriers upon application, requiring applicants to meet law enforcement qualifications and training requirements under s. 943.13.

Common carriers may temporarily employ persons as special officers while awaiting Governor appointment if the person meets law enforcement employment qualifications under s. 943.13.

Special officers must receive the same training as law enforcement officers under s. 943.13 and s. 943.135(1), with Class I, II, or III railroads bearing all costs for training and continuing education.

Class I, II, or III railroads are considered "employing agencies" for law enforcement purposes under s. 943.13 and s. 943.135(1).

Assault or battery committed against a railroad special officer is reclassified to the same degree as assault or battery against law enforcement officers, with corresponding minimum sentences.
