Allow the Agency for Health Care Administration to access driver license photographs from the Department of Highway Safety and Motor Vehicles through an interagency agreement for verification in the Care Provider Background Screening Clearinghouse.

Add seven new disqualifying offenses for healthcare background screening including attempts/solicitation/conspiracy (s. 777.04), fraudulent credit card use (s. 817.481), health care provider fraud (s. 817.50), racketeering (s. 895.03), and money laundering (s. 896.101).

Require individuals seeking exemptions from disqualification to have completed all nonmonetary court-imposed conditions and paid any court-ordered monetary penalties in full before becoming eligible to apply.

Require submission of a photograph taken at the time of fingerprint processing to the Care Provider Background Screening Clearinghouse and mandate employers register applicants in the clearinghouse with specific information (full name, social security number, date of birth, address, sex, race) before fingerprint submission to the Department of Law Enforcement.

Change vendor requirements to submit applicant information (first, middle, and last name; social security number; date of birth; mailing address; sex; and race) instead of photographs at the time of fingerprint submission.
