Prohibits governmental units from entering into construction contracts that require, prohibit, encourage, or discourage bidders or contractors from entering into collective bargaining agreements.

Prohibits governmental units from awarding grants, tax abatements, or tax credits conditioned on requiring collective bargaining agreement provisions in construction or real property improvement contracts.

Voids any collective bargaining agreement terms placed in bid specifications, project agreements, or controlling documents for construction projects involving governmental facilities.

Extends the protest filing period for solicitation terms, conditions, and specifications from 72 hours to 7 days after posting, while maintaining the 72-hour deadline for protests of agency decisions or intended decisions.

Exempts construction contracts executed before the effective date and preserves rights and activities protected under the National Labor Relations Act.
