• Repeals Florida Transportation Corporation Act and eliminates Auditor General's authority to audit transportation corporations; transfers Mid-Bay Bridge Authority System governance to Northwest Florida Regional Transportation Finance Authority.

• Creates Chapter 345 (Florida Regional Transportation Finance Authority Act) enabling counties to form regional transportation finance authorities to construct, maintain, and operate transportation projects with bonding authority and toll revenue powers.

• Expands expressway authority boundaries and governance: Renames Orlando-Orange County Expressway Authority to Central Florida Expressway Authority, expands its service area to include Seminole, Lake, and Osceola Counties, and transfers Osceola County Expressway System to it upon completion of specified projects.

• Modifies environmental mitigation requirements for transportation projects to promote efficiency and cost-effectiveness, including use of mitigation banks and revised payment structures based on actual mitigation services rather than fixed per-acre costs.

• Makes various technical changes including establishing a spaceport system plan with minimum annual funding of $15 million, authorizing strategic airport investments, restricting certain lease-purchase agreements with transportation authorities, and creating a pilot program for Miami street maintenance responsibilities.
