Modifies mandatory notice provision in contracts between owners and contractors greater than $2,500 for residential properties (1-4 units) to require contractors provide owners and lenders with a notarized list of persons or companies owed money before each payment is made.

Revises notice requirements for persons not in privity with owners by requiring notice be served before commencing work or before the date payment is due, removing the previous 45-day grace period.

Deletes provision classifying payments made after notice of commencement expiration as "improper payments" and revises related warning language on notice of commencement forms.

Updates warning language on building permit cards and permit applications to emphasize owner responsibility for recording and amending notices of commencement, including provisions for changing contractors through new notices of recommencement.

Takes effect July 1, 2013.
