• Designates the Florida High School Athletic Association (FHSAA) as the governing nonprofit organization of high school athletics, with the designation expiring July 1, 2017, and makes FHSAA subject to public records and public meetings laws.

• Allows students from schools without certain extracurricular activities to participate in those activities at other public or private schools on a space-available basis, limited to one additional activity per academic year, with parents responsible for transportation.

• Requires FHSAA to presume student eligibility unless specific violations apply, establish clear investigation standards with 90-day completion limits, and place the burden on FHSAA to demonstrate ineligibility by clear and convincing evidence at administrative hearings.
