Allows advertisements of property sales to be published once weekly for 2 consecutive weeks in a newspaper of general circulation or posted for 2 consecutive weeks on a public Internet website, removing the requirement to post at least 10 days in conspicuous neighborhood locations when no newspaper exists in the area.

Advertisement of sales must include a description of personal property, the facility address and tenant name, and the time, place, and manner of sale, with the sale occurring no sooner than 15 days after first publication.

Deems any value limit specified in a rental agreement to be the maximum value of property stored in that unit.

Permits the owner of a self-service storage facility or self-contained storage unit to have a vehicle towed if the vehicle's title has no prior lienholder and removes liability of the owner for the vehicle or damages after the vehicle is removed by a wrecker, tow truck, or car carrier.

Takes effect July 1, 2013.
