Expands the definition of "governmental entity" to clarify that water management districts and water control districts are excluded from regulations governing agricultural lands.

Prohibits governmental entities from adopting or enforcing ordinances, regulations, or policies that restrict agricultural activities on land classified as agricultural land if those activities are regulated by state or federal agencies through best management practices or rules.

Adds new prohibition preventing governmental entities from charging fees on specific agricultural activities of bona fide farm operations on agricultural land if the activity is regulated by state or federal agencies or programs.

Amends exemptions for nonresidential farm buildings, fences, and signs to apply only to structures located on lands used for bona fide agricultural purposes, and defines "bona fide agricultural purposes" by reference to existing statute.

Takes effect July 1, 2013.
