Exempts students who transfer from charter schools to traditional public schools from being included in performance evaluations of classroom teachers or school administrators during the school year of transfer.

Prohibits using learning growth metrics of transfer students in performance evaluations of traditional public school personnel for the year in which the transfer occurs.

Applies notwithstanding existing provisions in Florida Statutes section 1012.34(3)(a)1.a.

Takes effect July 1, 2013.
