Creates the Safe Schools Trust Fund within the Department of Education, funded by deposits under section 212.20(6)(d) and other sources provided by law

Allocates trust fund balances to school districts for expenses related to armed school resource officers, school safety programs, and additional student safety projects within school safety zones

Allows any year-end trust fund balance to carry forward and remain available for trust fund purposes, notwithstanding general budget provisions

Schedules the trust fund for termination on July 1, 2017, unless terminated sooner, with a required review before the scheduled termination date

Requires a three-fifths vote in both chambers to take effect on July 1, 2013, and is contingent on passage of similar companion legislation (SB _____) in the same legislative session
