Creates the "Public Education Innovation and Efficiency Act" allowing school districts to request statutory waivers from most education laws (chapters 1000-1013) with a supermajority school board vote.

State Board of Education and Commissioner of Education must grant or deny waiver requests within 90 days; waivers may be granted for no more than 3 years if they would improve academic or fiscal performance.

School districts receiving waivers must still comply with public records laws, open meetings requirements, and cannot waive laws governing superintendent/board elections, student health and safety, disabilities services, civil rights, assessment programs, financial disclosures, and most financial and facilities laws.

School districts may request waivers at any point during the fiscal year and must submit applications including the purpose, goals, and evidence of potential impact on instructional programs or operational efficiency.

School districts granted waivers must submit annual reports by January 15 each year to the Governor, Legislature, and State Board of Education detailing implementation strategies and results on student performance and operational efficiency.
