Transfers responsibility for the public hurricane loss projection model from the Office of Insurance Regulation to the Division of Emergency Management in the Executive Office of the Governor by July 1, 2013.

Establishes a comprehensive Hurricane Loss Mitigation Program in the Division of Emergency Management with $10 million annual appropriation: $7 million for residential property mitigation programs and $3 million for retrofitting public hurricane shelters.

Creates a 13-member advisory council to advise the division on administration of the public hurricane model, mitigation database, and mitigation credit standards.

Requires the Division of Emergency Management to develop a centralized public database for residential property inspection and mitigation information, establish mitigation credits and inspection standards, provide mitigation grants, conduct outreach, and perform mitigation research.

Allows the division to charge fees for private sector access to the public hurricane loss projection model, not to exceed reasonable operational and maintenance costs, while eliminating access fees for the Office of Insurance Regulation.
