Amends notice requirements for Local Government Code Enforcement Boards, allowing certified mail with return receipt requested and permitting notices to property addresses listed in county property appraiser's database or other addresses found for the property owner.

Exempts remodeling additions or modifications to single-family homes from onsite sewage treatment system inspections and upgrades if no bedroom is added, but prohibits such additions from covering existing systems or encroaching on required setbacks; requires local health department review and verification within 7 business days.

Increases maximum civil penalties for unlicensed contractor violations from $500 to $2,000 and revises fine collection procedures allowing local building departments to retain 75 percent of fines while transmitting 25 percent to the Department of Business and Professional Regulation.

Prohibits incorporation of International Residential Code provisions requiring mandated fire sprinklers into the Florida Building Code while allowing cost-saving incentives for voluntary residential sprinklers.

Creates the Florida Concrete Masonry Council, Inc. as a nonprofit organization authorized to levy voluntary assessments on concrete masonry unit sales for research, education, and promotion purposes, with a 15-member governing board appointed by the Florida Building Commission chair.
