Exempts portions of meetings of university direct-support organizations' boards and committees from public meeting requirements when discussing donor identities, prospective donors, research funding proposals, or research plans and programs.

Protects the identity of anonymous donors in auditor reports and makes most organizational records confidential and exempt from public records laws, except for audit reports and supplemental data requested by the Board of Governors.

Applies the Open Government Sunset Review Act to the exemption, requiring legislative reenactment by October 2, 2018, or the exemption will automatically repeal.

Establishes that the exemption is a public necessity because donor anonymity and research confidentiality are essential to fundraising and maintaining the integrity of research evaluation processes.

Takes effect October 1, 2013.
