Health flex plans are alternative health insurance options targeting residents with family income at or below 300 percent of the federal poverty level who lack private or public health coverage.

Approved health flex plans may limit or exclude certain required benefits, cap annual claims per enrollee, or limit total enrollment numbers.

The Agency for Health Care Administration and Office of Insurance Regulation oversee quality standards, financial soundness, and marketing practices of approved health flex plan entities.

Requires health flex plan entities to maintain enrollment records and provide biannual reports on provider networks and enrollment by area to monitor access to care.
