Raises annual temporary certificate limit from 6 to 12 per educational symposium and adds malpractice insurance coverage options including teaching hospital or medical school policies in addition to surety bonds.

Qualifies physicians from foreign medical schools without U.S. licenses to obtain temporary certificates if their sponsoring organization provides required financial protection.

Adds American Osteopathic Association accredited programs and teaching hospitals as eligible training venues under the statute.
