Authorizes applicants ineligible for social security numbers to provide a federal individual taxpayer identification number or a number associated with their identity document instead.

Adds two new acceptable forms of identity documentation: valid passports from the applicant's country of citizenship and valid consular identification documents issued by Mexico, Guatemala, or governments with comparable security standards.

Limits validity of driver licenses or temporary permits issued based on certain documents (employment authorization cards, nonimmigrant classification documents, passports, or consular IDs) to the earlier of the document's expiration date or 1 year.

Requires the department to distinguish between REAL ID Act of 2005-compliant and noncompliant licenses and cards once the United States Department of Homeland Security notifies the state of a final compliance deadline.

Makes technical corrections changing "driver's" to "driver" throughout the statute.
