Establishes the New Town Success Zone in Jacksonville (Duval County Council District 9) as a 10-year project managed by a nonprofit corporation independent from state department control.

Establishes the Parramore Kidz Zone in Orlando (Orange County) as a 10-year project managed by a nonprofit corporation independent from state department control.

Requires both zones to be subject to Florida's public records (chapter 119), public meetings (chapter 286), and procurement (chapter 287) requirements despite independence from state oversight.

Designates both zones as Florida Children's Initiatives to provide community-based services including education, healthcare, youth development, employment opportunities, and affordable housing for disadvantaged areas.

Requires the Department of Children and Families to contract with a nonprofit corporation to establish planning teams, develop strategic community plans, and provide evaluation and fiscal management oversight.
