Creates a 4-year pilot program beginning in the 2013-2014 school year targeting 3-5 of the lowest-performing traditional public schools with large populations of economically disadvantaged students.

Establishes public-private partnerships to provide wrap-around services including health, dental, counseling, parental training, nutrition education, after-school programs, and tutoring.

Aims to improve academic achievement through a holistic approach that provides academic, medical, nutritional, and social supports to develop literacy, numeracy, and resiliency skills.

Requires the Department of Education to identify schools during year one, build partnerships with schools and community stakeholders, collect baseline data, and report costs and benefits in subsequent years.

Mandates the Department submit its recommendation regarding program suspension or continuation to the Governor and Legislature by December 1, 2017, along with supporting data and rationale.
