Defines "an organization that is operated primarily for religious purposes" to include institutions with governing bodies elected by church officials that require religious instruction in curriculum, and organizations where inculcation of religious values is a regular activity and employees affirm a common religious faith.

Requires the Department of Economic Opportunity to adopt procedural rules governing applications and review of organizations requesting exemption from reemployment assistance coverage as religious organizations.

Specifies that department determinations on religious organization exemptions are binding until facts substantially change from the original application.

Provides applicants the right to administrative appeal of unfavorable determinations and permits civil action to contest unfavorable determinations.

Takes effect July 1, 2013.
